I am directed by Secretary Sir John Simon
to refer to your letter No. 33744/34 of the 17th July
enclosing a copy of a telegram from the Governor of
Hong Kong on the subject of the proposed removal of
the Chinese inhabitants from Kowloon City.
Sir John Simon agrees with Secretary Sir Philip
Cunliffe Lister's view that the programme outlined by
the Governor of Hong Kong in his despatch of the
9th January should be carried out, but before His
Excellency is finally authorised to proceed he would
like to consult His Majesty's Minister in Peking as
to the steps to be taken vis-à-vis the Chinese
Government.
I am to enclose therefore the draft of

a telegram which, subject to Sir Philip Cunliffe
Lister's concurrence, it is proposed to send to
Sir Alexander Cadogan in reply to the request for
instructions in his telegram No. 473 (see Foreign Office letter F 4191/1099/10 of 13th July) and to suggest that
in the first instance this telegram might be repeated
to the Governor in lieu of sending the telegram, draft
of which was enclosed in your letter under reference.
